[Bug Report]table组件如果columns里面添加fixed属性，对应的列的下面的滚动条无法拖动，未添加fixed的可以拖动

win11 /谷歌浏览器/edge浏览器 vue2.6.12，即使老版本的浏览器也会出现，在iview ui PLUS官方示例也是出现同样问题

Steps to reproduce

columns里面添加fixed属性就100%复现

What is expected?

在添加fixed属性对应的列的下面的滚动条能正常拖动
