Pull Request Overview
This PR updates the MAINTAINERS.md file by adding detailed descriptions for current and emeritus maintainers and updating the affiliations for maintainers.
- Added a description for current active maintainers
- Updated affiliations for Klaus Ma (from Nvidia to NVIDIA) and William-wang (from Huawei to NVIDIA)
- Expanded the emeritus maintainers section with a brief description
