Pull Request (PR) description

On Debian 13 and what will be Ubuntu 26.04 configure a second APT repository which will be used in failover.

On Debian 11, 12 and Ubuntu 22.04, 24.04 only a single apt repository is supported.

Thanks, and sorry for the delay!

I was a bit confused as the Debian wiki states:

despite being called URIs, the new format only supports one URI per entry

but it seems this is wrong (at least the deb822 spec explicitly allows multiple URLs). Presumably, a leftover from the deb822 support already present on Debian 12 which likely was still not final.
