Description of Problem:

Closes #118
Original issue from vuejs/docs: vuejs/docs#3140

Proposed Solution:

Added click and scroll event listeners to properly update anchor link behaviour and prevent the automatic activation of the last link when multiple small blocks are at the bottom of the page
