Remove fetch-nightly-cli action

Description

• I added a functionality to install from a downloaded Wasp tarball in Create fetch nightly action #3304
• This was done as part of open-saas development version is out of sync with wasp development version #3073
• This approach was overcomplicated and undocumented. We don't need it anymore as we will fetch "nightly" binaries from pkg.pr.new in Use Wasp main in CI open-saas#588
