This makes it easier to run in a local docker image.
This makes it easier to just copy/paste a command from CI into a local docker image.
This isn't necessary in actual CI, but locally it makes it easier to run multiple commands in the same docker image.

Make the command to set up the environment
wpt tc-runand have it automatically adapt to not needing to setup the repository when running locally.
