Bell/enable bind in auto ctput #1

Details:

  1. enable bind in auto+ctput only when a. ctputmode b. bind enabled, also the runtime fallback will be disabled when bind enabled.
  2. disable multi bind mode (multi code path will be removed in the next pr)
