- bump wire-api devVersion/devVersionSwagger to V18 (the stale maxBound == V17
guard threw lazily while serving /v17/api/swagger.json, causing truncated
chunked responses / InvalidChunkHeaders in Swagger.testSwagger)
- freeze the released V17 API docs into services/brig/docs/swagger-v17.json and
serve them via pregenSwagger, like V16 and below
- assert development versions == {17, 18} in the Version integration test
