migrate flutter for windows desktop app - explicitly define the assets directory - remove the run_loop.cpp in favor of using native windows dispatch msgs - redefine how light or dark mode is updated with the system defaults for windows using `dwmapi.h` (Desktop Window Manager - DWM)
