Enhance Block Condition Filtering by Adding Support for Exact Value Matching

Purpose

• Improve the filtering of block conditions by enabling support for filtering based on the exact condition value.
• Related to: Improve filters of Admin REST API for GET https://localhost:9443/api/am/admin/v1/throttling/blacklist to filter exact matches of "/context/version" api-manager#3084

Approach

• Introduce a new database query that retrieves block conditions matching the provided condition value exactly.
• When the user encloses the condition value in quotes ("") in the request, the new query will be executed to fetch block conditions that match the value exactly.
