script: skip LLVM download if already installed #3

Updated `script/install-llvm.sh` to check if `clang-format` already exists in the installation directory. If found, the script skips the download and extraction steps, saving time and bandwidth on subsequent runs. Also added a safety cleanup step to remove the existing installation directory before moving the new one, preventing nested directory issues during re-installation. Symlink creation remains unconditional to ensure the environment is always correctly configured.
