These effects create N non-meta effects over 10 seconds, for a sudden onset of chaos.

As this is a meta effect I had to write it in sm and since it directly relies on core logic I didn't have a way to test it sorry.. but the logic is simple so hopefully it should work. Needs a test anyway though, feel free to close if that's an issue.

Also check if the random effect selection fails, this can (but shouldn't) happen if literally everything is on cooldown
