[CI] Temporarily disable fp8_cases in base_tests

Motivation

FP8-related base tests fail when running on Ubuntu 20.04.6 LTS, causing CI pipeline failures. To avoid blocking CI and reduce noise from known environment-specific issues, FP8 is temporarily removed from base tests.

Modifications

This is a temporary mitigation and can be reverted once FP8 issues on Ubuntu 20.04.6 LTS are resolved.
