Description

moe_permute 支持使用ue8m0数据类型作为scale的dtype

• moe_permute 增加using_ue8m0_scale 参数用于表示scale是否使用ue8m0 数据类型。如果using_ue8m0_scale 为True，则输入的scale和输出unzipped_scales的数据类型都是int32（4个ue8m0 packed）
