Build fixes for Silicon Labs apps that stop Bluetooth after commissioning (experimental sl_bt_system_stop_bluetooth work under MATTER-6292).

In BaseApplication, the Zigbee leave-announce delay constant is now declared only when SL_MATTER_ZIGBEE_SEQUENTIAL is enabled, avoiding an unused symbol in other build flavors. sCodeDrivenIdentifyVariant is marked [[maybe_unused]] so configurations that store the variant but do not read it still compile cleanly.

In BLEManagerImpl, the mBleSideChannel member is compiled in only when SL_BLE_SIDE_CHANNEL_ENABLED is set, matching the rest of the side-channel API guards instead of tying it to “not SI91x BLE.” That keeps the BLE manager layout consistent when Matter BLE is torn down or side channel is disabled.
