+The behavior of different OIDC providers has been aligned. Invitation suggestions are only shown for users who have already logged in once. This is a breaking change for Web Modeler installations using Keycloak as their OIDC provider. Before 8.9, Keycloak would return all users in the organization, even if they had never logged in before.
