Please re-work this content to fit into the new Config section. I've updated this PR to point at that PR's upstream branch. We can also work on moving existing Guides content into the Config section where it makes sense in follow-up PRs to the same upstream branch. Once that content has all been moved over I will go ahead and merge #235 so that all of this reorganization happens on the upstream website at once. |

Fixes #224
Adds the operator configuration guide from the cryostat-operator repo to the upstream website. Content is the same other than the introductory paragraph and some formatting changes throughout.
