Motivation
stale todo, unused PacketDecodeErr::Discv4DecodingError and the legacy FindNodeRequest type (and its constructor)
Description
deprecated the unused PacketDecodeErr::Discv4DecodingError and the legacy FindNodeRequest type (and its constructor) to preserve API stability while signaling future removal, and removes stale #[allow(unused)] and TODOs on actively used methods (PingMessage::with_enr_seq, FindNodeMessage::new, PongMessage::new).
Closes #issue_number
