    * Verify specified symbols resolve for extmodule
  (cc llvm#7447)
* Verify specified symbols resolve to LayerOp's
* Verify public modules don't enable circuit-disabled layers.
  (SpecializeLayers will delete if so)

Fixes llvm#7448.
