About FAN output voltage 2.3V

FAN voltage

M106 open FAN, but FAN output voltage is 2.3V

Marlin setting

In configuration.h file
- Enable FAN_SOFT_PWM : #define FAN_SOFT_PWM
- Setting SOFT_PWM_SCALE value is 4 : #define SOFT_PWM_SCALE 4
