Description

  • Update ROCm CI to use ROCm 6.3.2, python 3.12 and ubuntu 24.04
  • Remove cupy dependency (since cupy does not support ROCm 6.3 yet)
  • Use venv to replace conda

Dockerfile may be shared to use in migraphx CI in the future (with an argument USE_MIGRAPHX=1).

Motivation and Context

Support new features in ROCm 6.3.
